If you are trying to access JTAPI documentation, you can find it here - Cisco JTAPI . It contains the JTAPI Developers guides, JTAPI training material, sample applications and some other helpful documentation. The latest JTAPI Developers guide is for version 11.0.
If you wish to download the JTAPI plugin, you can do so from your CUCM Administration page. Under Application -> Plugins -> Cisco JTAPI Client
