aTapi API SetupTransfer is not working for Consultation call

Hi,

Connected CUCM 10.5 using atapi.

Monitoring three extension e.g,1830001,1830002 and 1830003

1830001 and 1830002 are connected.I wanted to consult 1830003 from 1830002  and for this using aTapi method SetupTransfer(MakeCallParams param) for consultation call but it doesn't work.

I have passed parameter TargetAddress in MakeCallParams.  Extension '1830002' showing status 'OnHoldPendingTransfer' and 1830003 is not ringing(idle in state).

I'm not sure if any other parameter is mandatory to execute it.,
