Called Number Transform to route only last 4 digits

I'm trying to find what is transforming the following called number 702227XXXX to only route the last 4 numbers. CUCM ver.9.1.2. I used dial analyzer it doesn't tell me where the transformation takes place it just reports that the call is being routed to XXXX.
