I have one C series server in a lab and I want to manage it with UCS manager but I have no other UCS hardware. Can I install UCS manager in a virtual appliance and use it to actually manage the physical server (not just emulate UCSM) or do I have to buy other hardware?

UCS Manager is running on UCS Fabric Interconnects as integrated part of them. There are no possibility to install UCS Manager as Virtual Machine.
You can manage this single server by CIMC.

As Dominik states, you need UCS hardware to manage physical servers. UCS Platform Emulator works with virtual hardware, maintaining its own database configured manually.
