That's depends on whether they are PSS partners or SNTC customers:
PSS partners follow the same on-boarding process for getting access to the PSS API: Go to the Cisco Partner Support Service Community page and click the API Access link located under the Need Smart Support heading on the left. Fill out the form, submit it, and a case will be opened on your behalf to complete the process.
SNTC customers need to complete the instructions described in Cisco Smart Net Total Care Portal Onboarding Guide. Once you have finished the self-service onboarding process, your company's delegated admin will be able to assign you the API Developer role that will allow access to the Support APIs in the API Console.
