There are two ways to go about this. If a customer knows which hosts will walk into the video rooms and start a Webex they can look at a host based model. They can start with named user model where each user that has the host license can start a meeting. Attendees don't need a license.
However if you aren't able to determine the users that can be hosts since it can keep changing then best to look at shared meetings license where you license the number of concurrent meetings and in your case since you have 2 endpoints you don't need more than 2 shared meetings license.
You can also add PSTN audio in both plans mentioned above as options
