Cisco MDS Device Manager Download - cannot find it on Cisco SW Download page

Is Device Manager for the Cisco MDS 9000 Series only available via DCNM download or can it be download independently?

EMC Support has a download for Cisco Fabric Manager 4.1(3b)

This zip file contains Fabric Manager CD version 4.1(3b), associated documentation, and software for use with the Connectrix MDS 9000 and Nexus 5000 product lines. Note: Fabric and Device Manager 4.1(3a) are not supported by EMC. Please refer to the EMC Support Matrix for supported platforms and firmware versions. I have used this before to access Device Manager. It is, obviously, not new, but works.
