ISE Upgrade 2.1 to 2.3

I recently upgraded from ISE 2.1 to 2.3 P1.  Now, I have no live logs of either RADIUS or TACACS, wired, wireless or VPN.  AA(A) is working fine, but no Accounting.  No other network changes besides the ISE upgrade.  Is there some 'switch' needed with ISE 2.3 or should I just downgrade away from this version?

Try this.

ISE 2.1 latest patch

Backup config

Install 2.3 patch 1 fresh

Restore 2.1 backup config

If you don’t need the config then do a fresh ise install

It really is easier to patch current version, backup, then built new and restore
