In a HA escenario for ESA Appliance, each appliance needs a set of licenses??

I'm looking for a HA solution with two C190, I'm wondering if I have to order two set of license (one for each appliance) or just one set of licenses.

Each appliance will need it's own unique licenses.  However, you may share one (1) license among several appliances.
