Increase maximum number of recipients for one sender

We would like to increase maximum number of recipients for one sender.
What is the best way to achieve that?

Create a sender group.
Add their IPs to it
Create a Mail Flow policy, set the recipients to what you need.
Make sure your listener has that limit or higher too (it overrides what the Mail Flow Policy has), and your other Mail Flow Policies are set to what you REALLY want the limits to be.
