The TAPI plugin provided with UCM - the Cisco TSP - is designed/tested/support at the TAPI 2.1 interface level. It is not supported for use with TAPI 3.x bindings (including using the TAPI 3 compatibility wrapper for TAPI 2 TSPs) and there are known issues with doing so.
