3rd party SIP phone "not found", but data is correct

I have a phone that I had registered and sending/receiving calls previously, but after deleting and re-adding the phone, the server reports that it's "not found," Warning: 399 hq-cucm-pub "Unable to find device/user in database"

I have checked and rechecked the MAC address, and I have verified the user.  I can't figure out what's missing in my server configuration.

Found correct configuration.

User had been set up with Digest Credentials.  Cleared them out, and saved the configuration.

Phone had not been set for Digest Credentials.  Set these to the user's credentials, and saved and applied the configuration.

Phone now registers and can make calls.

If the device is using digest authentication (as appears to be the case), note that each device must have a unique digest user/password configured for it.  If you are using the same digest user for Device XXX and Device YYY and device YYY tries to register, it may fail since the DB lookup returns Device XXX for the user, which would be a mismatch.

Found correct configuration.
