Apple devices temporary loss - "wirless notification bar"

I have a partner working on a POV for us.  Based on what they say, and what I've seen from the config, the DACL's/profiles/authZ policy look good, the WLAN with AAA overrride and enabled 3176 look good. The partner says the apple devices can go through the guest connect but after "Success" it waits about 20-30 seconds, reconnects and then they can access the network.

This doesn't happen with laptops.

is there a COA setting i've missed somewhere?

Hotspot is a known issue, it will send a terminate, this is fixed in ISE 2.1 p1, see the release notes

For credential flows the COA type is re-auth already

is this for a Hotspot?

Yes, Hotspot was the first test they told me about at a convention center, the second one was a check in kiosk area (sponsor)

Hotspot is a known issue, it will send a terminate, this is fixed in ISE 2.1 p1, see the release notes
