When session counter between 1..65535 all work perfect. When session counter stay more then 65535 command "sh policy-map session uid 65536"( for example ) stop work. Can this done by command or only reload will help me ?

From wireshark it seems vpn label information shared in mp-bgp updates, so I assume it to be control plane.
