Get 'Access to the requested resource has been denied' when modifying LDAP User

When I try to modify a device to add this users name to the line or even modify the user setting in End Users, I receive the error:

Access to the requested resource has been denied.

The attempted action was a violation of security protocols and will not be allowed. Please try another action.

It only happens with this one LDAP User.  I've check other recommendations regarding this error and those fix actions did not work.  Any ideas?

CUCM Version 10.5

Thanks Manish.  CSCut08386 seems to be the bug I am encountering.

Can't seem to see any details for CSCut91147 out there. Is this an internal report only?
