l installed newest version of Wireless controller 9800-CL Cloud but wont Join DTLS Error l dont why it wont join to controller

Can you share WLC Version, AP Model.

AP Side:

Console into the AP and share the complete AP boot log.

WLC Side:

Have you set up trustpoint on 9800? Check with "show wireless management trustpoint" command. 

Look at Dealing with trustpoints section from this config best practices document.

Check this link for "Troubleshooting AP Join" process in 9800 wlc.

How do it ?

 - Log into the controller with command line (CLI) not web interface and on the command line issue the command :
                        controller#  show tech wireless   
   save that output into a file and past the content of the file into https://cway.cisco.com/wireless-config-analyzer/

There is no 17.14.1

The latest version available is IOS XE 17.13.1, but I prefer to stay with 17.9.5.

Did you get a chance to look at the trustpoint as well as the AP boot log.
