WLC 5508 licenses

I have a WLC with 11 registered access points

I tried to integrate a new equipment, but I see that I already have my 37 licenses in use.

Can you guide me and let me know what this is due to?
there is a way to release licenses from the WEB portal or CLI

what is the error message you getting on AP when you joining new AP ?

what code running, Looks for me bug check the below thread:

Need to see the error log on WLC to confirm but very likely a bug in the software which a reload will fix (temporarily).

You are running very old software!  You should upgrade to latest possible version for the WLC model you are using and depending on what AP models you use.  Refer to the compatibility matrix link below.  Generally 2504/5508/8510 should be on 8.5.182.11 (link below) and 3504/5520/8540 should be on 8.10.190.0 but refer to TAC recommended link below for current guidance.
