We do not run dhcp snooping, only l2 security would be ACL's and port security. We were able to put the printer on a different VLAN and it is working. It appears to be something with that vlan and once something is plugged into that switch.
Thank you again for your help I was able to fix the next issue. The problem was that the ACL was blocking return internet traffic. I added the following line to the ACLpermit tcp any any establishedThat fixed the return traffic getting blocked.
